Dr. Barbara Flanagan is an assistant professor in graduate education at Lincoln Memorial University located in Harrogate, Tennessee where she teaches curriculum & instruction and research courses in the EdS program. She actively pursues learning about UDL in higher education, seeks to expand her own thinking and practices, and shares with colleagues.
Barbara brings a wide range of experiences in special and general education to her current position, including serving as a special education director for urban and rural school systems in Virginia and as Director of the Virginia Department of Education's Training & Technical Assistance Center at Virginia Tech. Barbara also worked in the private sector as a senior associate with Public Consulting Group (PCG) Education. In her work with PCG Education, she provided leadership and support to several state projects. In particular, she served as the UDL/Differentiation Team Lead for PCG Education's New York State Department of Education 6-12 ELA curriculum and PD module project. Barbara also served as project director for Project SUCCESS, an Indiana Department of Education Resource Center that provides assistance to educators who teach learners with significant disabilities to meet state standards. In addition, she provided a series of statewide professional learning sessions on UDL to school teams on behalf of the Connecticut Department of Education. Barbara is co-author of the white paper Rigorous reading and writing instruction for all learners: Using universal design for learning to address the common core standards for English language arts and literacy (PCG, 2013). Barbara earned her Ph.D. in Curriculum & Instruction from Virginia Tech.
